Ensure consistent fields at land ice points.

Land ice is vegetation type 15 (variable landice). output is Model field.

Parameters
[in]fieldModel field before adjustments for land ice.
[in]vegtVegetation type on the model tile.
[in,out]idimi dimension of model tile.
[in,out]jdimj dimension of model tile.
[in]field_chField name.
